Breakthroughs in science: The role of funding approaches and investment balance across Stokes’ quadrants

Project Summary

This project examines whether and how different models for funding and organizing research may relate to the disruptiveness of science. We pay special attention to an innovative model introduced by DARPA, as described by Dugan and Kaigham in 2013 and 2022, which is built on three key principles:

  1. Supporting projects that not only advance fundamental scientific knowledge but also address important societal needs, often referred to as Pasteur’s Quadrant.
  2. Creating networks of diverse experts from various organizations and disciplines to tackle complex problems that exceed the capabilities of individual scientists.
  3. Providing teams with the independence and autonomy needed to work swiftly and creatively towards achieving project objectives.
